Developments for Coaching in Singapore
1. As our valued partner in supporting the development of coaches through the Singapore Coach Excellence (SG-Coach) Framework and the National Registry of Coaches (NROC), we are pleased to inform you of the upcoming developments:
- The formation of CoachSG, an academy of professional development opportunities for coaches to enhance their competency and raise the profile of sport coaching in Singapore.
- The enhancement of the NROC policy and introduction of a provisional membership category to allow greater access to the programmes for practicing coaches.
- The initiation of a series of engagement sessions over the next few months to actively involve coaches in the design of the academy’s professional development opportunities and programmes.
2. CoachSG will consist of three departments:
- Coaching Development - to develop capabilities in the areas of technical skills ‘What to Coach’ and method of instruction ‘How to Coach’;
- Character & Leadership Development - to foster character development, values education and leadership development through sport; and
- Coach Industry Development - to guide the quality assurance and competency standards, oversee employment policies and identify industry needs.
3. The enhancement of the NROC policy includes the review of the sequence for courses within the SG-Coach Framework. Coaches will now be able to enrol in required certification courses based on course availability and their interests rather than a prescribed, sequential order. 4. The second part of the enhancement of the NROC policy is to introduce a provisional membership category to allow existing and aspiring sport coaches to participate in academic, educational and professional development activities to improve their coaching practice as they work toward completing all requirements of full NROC membership. Over a 3-year provisional membership period, they will be given priority enrolment into various coaching courses and activities organised by Sport Singapore, their respective NSA and other organisations. The aim is to prepare them to obtain the necessary certification and to stay current in the practice of sport coaching as a profession. The 3-year provisional membership will be free-of-charge to coaches. Applicants who wish to apply for provisional membership will need to obtain the following:
- Values & Principles in Sport (VPS) Certificate or its equivalent1.
- a valid Standard First Aid (including Automated External Defibrillator) Certificate
Values and Principles in Sport (VPS) or its equivalent1: The VPS workshop is a module within the SG-Coach Theory Level 1 course which covers the topics on coaching philosophy, appropriate behaviours of coaches, teaching of values through Game-For-Life framework, information on Ministry of Education’s 21st Century Competencies Framework and Student Outcomes, and introduction to anti-doping. Certificates which are deemed as its equivalent are SG-Coach Theory Level 1 Certificate which includes the VPS module, National Standards in Youth Sports for Coaching in Singapore Schools Certificate and Certificate of Attendance for Building Capacity of Coaches and Instructors (BCCI)’ Workshop.
5. Please see Image 2 for a pictorial representation of the New Category of Provisional NROC Membership and Annex A for the comparison table of the criteria, benefits validity, fees and commitment requirements between the two categories of NROC memberships. Registration commences from 3 January 2017.

6. 65 attendees from 40 NSAs attended three engagement sessions held in October 2016 where inputs were sought regarding the enhancements to the NROC policy. The attendees welcomed the interactive conversations with CoachSG and additional information about the ideas generated from the sessions is available from CoachSG. We will continue to engage you through your respective Sports Development Managers and/or CoachSG staff.
7. We will hold a series of engagement sessions for coaches to solicit their input in the design of our activities and programmes and to ensure that we are best prepared to meet their needs. These sessions will be co-hosted with the Sports Coaches Association of Singapore and the first two sessions are scheduled on
- 19 December 2016, Monday, 2 – 5pm at Stadium Meeting Area, NYSI Satellite @ Kallang
- 16 January 2017, Monday, 9am – 12pm at 'Stadium' Meeting Area, NYSI Satellite @ Kallang

8. We look forward to your continuous support in the development of coaches through your efforts in the following areas:
- Develop/maintain a current curriculum for SG-Coach Technical Level 1
- Organise SG-Coach Technical programmes on a regular basis
- Develop/maintain a clear and fair accreditation policy for recognition of coaching competencies and qualifications in your sport
- Organise regular Continuing Coach Education activities in your sport
- Advocate for the employment of NROC coaches
- Support the activities and programmes of CoachSG
